Florida Hometown Heroes: A Repaid Loan, Not a Grant

Florida Hometown Heroes can help income-qualified first-time buyers with closing and purchase costs. It's a deferred loan that gets repaid, and here's how it works.

Florida Hometown Heroes is a Florida Housing Finance Corporation program that offers eligible first-time buyers a deferred second mortgage to help with purchase and closing costs. It's a loan, not a grant: it's repaid, usually when you sell, refinance or pay off your first mortgage. Many military members and veterans may qualify, but you must use a participating lender, and the agency decides.

I get asked about this program a lot, and there's plenty of confusion online. Here's the plain-English version.

What is Florida Hometown Heroes?

Hometown Heroes provides a second mortgage of 5% of the first mortgage loan amount, with a minimum of $10,000 and a maximum of $35,000, under current program terms. The program describes it as zero-interest and deferred, meaning you don't make payments on it while you have your first mortgage. It becomes due when you sell, refinance, transfer the home or pay off the first mortgage.

Please don't think of it as a gift. It's a real loan, it gets repaid, and it shows up on your closing documents.

Who may qualify for Hometown Heroes?

The program is for first-time homebuyers (generally, people who haven't owned a primary residence in the past three years), with some exceptions such as for qualified veterans. Other common requirements include:

  • Household income at or below the county's program limit.
  • Meeting the lender's and program's credit standards.
  • Buying a primary residence in Florida.
  • Completing a homebuyer education course.

Many military members and veterans may qualify. Florida Housing and the participating lender make the final decision.

Can I use Hometown Heroes with a VA loan?

Often yes. The program works with several first mortgage types, which can include FHA, VA, USDA and conventional loans through participating lenders. A licensed lender will tell you whether combining them makes sense for you. New to VA? Read VA home loans in Tampa Bay explained.

How do I apply?

  1. Find a lender that participates in Florida Housing programs.
  2. Get pre-approved and ask about Hometown Heroes eligibility.
  3. Complete the required homebuyer education.
  4. Find a home with your agent and go under contract.
  5. Your lender reserves the funds and handles the paperwork.

Program funding is limited and has run out quickly in some past years. Check the current status with your lender before you count on it.

What should I know before using it?

  • Because it's repaid when you sell or refinance, it reduces your equity at that time.
  • Your home must stay your primary residence.
  • Purchase price and income limits apply and can change.

Hometown Heroes vs other Florida Housing programs

Florida Housing offers several homebuyer programs, and Hometown Heroes is just one of them. Other options may include different first mortgage programs and assistance second mortgages with their own rules. Some have different income limits, some can be combined and some can't. A participating lender can compare them side by side for your situation.

Some cities and counties in Tampa Bay also offer local assistance programs for income-qualified buyers. Availability changes often, so ask your lender what's open right now.

Common myths about Hometown Heroes

  • "It's a grant." No. It's a deferred loan that's repaid.
  • "Only teachers and first responders qualify." The program has broadened over time to many Florida workers, and veterans and many military members may qualify. Check current rules.
  • "Any lender can do it." Only participating lenders can.
  • "It's always available." Funding has been limited in past years. Check current status.

How does Hometown Heroes affect my offer?

From the seller's side, an offer using Hometown Heroes looks much like any financed offer. The key is a strong pre-approval from a lender who knows the program, plus realistic timelines for approval and closing. I make sure the listing agent understands how your financing works so your offer is taken seriously.

Is Hometown Heroes right for me?

It may be a good fit if you're a first-time buyer who meets the income limits, plans to live in the home for a while and wants help with upfront costs. It may be less helpful if you expect to sell or refinance soon, since the loan becomes due at that time. Think about your next three to five years, then talk it through with a participating licensed lender.

Whatever you decide, I'll help you find homes that fit your budget comfort zone, check flood zones and insurance early and write an offer that works with your financing.
